Parliamentary fronts launch manifesto rejecting Lula’s “Tax-Everything MP”

A manifesto signed by 20 productive parliamentary fronts was released this Friday (13) with harsh criticism of Provisional Measure 1303/2025 , nicknamed " MP Taxa-Tudo ". The text accuses the government of imposing an improvised and unbalanced measure to deal with the fiscal imbalance, after the failure to increase the IOF.
The MP, published in the Official Gazette on June 11, is considered by parliamentarians as a "fragile, short-term solution that masks the real fiscal crisis", with severe impacts on strategic sectors of the economy, investments and the population's pockets.
The manifesto warns that the Executive's proposal puts the population's access to essential goods at risk, by threatening public policies such as sickness benefits and unemployment insurance. "By reducing the period for granting sickness benefits from six months to just 30 days, the government is passing the burden of its administrative inefficiency on to the most vulnerable," the text highlights.
Social and economic risksThe manifesto also points to the risk of an increase in the cost of living, with the possible revocation of tax breaks on basic food items. According to the parliamentarians, this would directly affect low-income families.
Sectors such as agribusiness, construction and industry would also be hit hard. Taxation of credit instruments such as LCAs, LCIs and incentivized debentures would make credit more expensive and jeopardize public-private partnerships and the country's international competitiveness.
For micro and small entrepreneurs, the scenario would also be worrying. The manifesto states that the new tax barriers compromise sustainable growth and intensify economic informality.
Legal uncertainty and talent flightThe parliamentary fronts accuse the MP of violating legal certainty, by introducing abrupt changes to already consolidated regulatory frameworks, which could cause insecurity in long-term contracts in the areas of energy, infrastructure, sanitation and technology.
Another point of criticism is the taxation on virtual assets, considered excessive and capable of causing capital and talent flight to countries with more attractive tax systems, such as Switzerland and Singapore.
The Coalition of Productive Parliamentary Fronts asks the President of Congress, Davi Alcolumbre (União-AP) to immediately return the MP to the Executive, preventing its processing.
“The response to a fiscal crisis cannot be to punish those who work, produce, undertake and generate jobs in Brazil”, concludes the manifesto, which proposes an alternative agenda based on efficient public spending, tax simplification and stimulus to productive investment.
